Adds support for configuration of shells from scrapy.cfg
and SCRAPY_PYTHON_SHELL.

This allows to remove `get_testlog` helper, `flushLoggedErrors` from
twisted.trial.unittest.TestCase and Twisted log observers created for
each test on conftest.py.
